SECTION 1: PURPOSE & OPERATIONAL SCOPE
1.1. Objective: This standard defines the operational procedures, scheduling mathematics, workforce ratios, diamond turnaround protocols, and emergency medical systems required to execute professional-grade diamond sports tournaments and multi-team leagues.
1.2. Zero-Failure Protocol: Ensures tournament progression without scheduling bottlenecks while enforcing rigorous player, official, and spectator safety.
SECTION 2: COMPETITION MATHEMATICS & SCHEDULING ALGORITHMS
2.1. Round-Robin Match Volume Formulation:
The total match count ($M$) for a single-pool round-robin of $N$ teams is determined by:
$$M = \frac{N(N - 1)}{2}$$
* For an 8-team single round-robin: $M = \frac{8(7)}{2} = 28\text{ matches}$.
2.2. Team Quality Balance (TQB) Tie-Breaker Calculation:
In multi-team deadlocks, the standard WBSC TQB metric determines advancing seeding:
$$\text{TQB} = \left(\frac{\text{Runs Scored (RS)}}{\text{Innings Batted (IPO)}}\right) - \left(\frac{\text{Runs Allowed (RA)}}{\text{Innings Played on Defense (IPD)}}\right)$$
* A higher algebraic value takes precedent. If still tied, Earned Run TQB (ER-TQB) is calculated using only Earned Runs.
2.3. Diamond Slot Logistics & Turnaround Cadence:
* Regulation Baseball: 2 hours 45 minutes allocation per match + 30-minute field maintenance buffer.
* Fastpitch Softball: 2 hours 00 minutes allocation per match + 20-minute field maintenance buffer.
* Baseball5: 45 minutes allocation per match (5 innings) + 10-minute court sanitization/marking buffer.
SECTION 3: GAMEDAY TIMELINE & PROTOCOL EXECUTION

Home team batting & infield practice (25 min)

Countdown protocol executed by the match commissioner for every fixture.
SECTION 4: WORKFORCE & VOLUNTEER ROSTER RATIOS
4.1. Standard Diamond Staffing Requirements (Per Active Diamond):
* Technical Officials: 1 Match Commissioner, 1 Official Scorer, 1 Data/Scoreboard Operator.
* Umpire Crew: 2 to 4 certified umpires (Maximum 2 consecutive behind-the-plate assignments per official per day).
* Ball Persons & Field Crew: 4 ball chasers (2 down each baseline), 2 trained field-maintenance volunteers for rapid 3rd/6th inning drags.
SECTION 5: EMERGENCY ACTION PLAN (EAP) & MEDICAL PROTOCOLS
Incident occurs — trauma, cardiac or heat collapse
First responder assessment (lead first aider / athletic trainer)
Non-critical injury
- Treat in the designated medical tent
- Log in the official match report
- Clear return-to-play sign-off
Critical emergency
- Immediate CPR / AED deployment
- Call EMS / designated ambulance
- Deploy venue gate guides
- Clear the EMS ingress route
Triage flow from incident to resolution. Critical branch runs CPR/AED deployment, EMS dispatch and ingress clearance in parallel.
5.1. Automated External Defibrillator (AED) Mandate:
* An operable AED must be located within a 3-minute round-trip transit time of every active playing field, checked daily before opening pitch.
5.2. Wet Bulb Globe Temperature (WBGT) Heat Safety Matrix:

5.3. Lightning & Severe Weather 30/30 Rule:
* If flash-to-bang count is $\le 30\text{ seconds}$ (storm within 6 miles / 10 km), immediately suspend play and clear dugouts/bleachers to enclosed structures.
* Play may not resume until 30 full minutes after the last sound of thunder or flash of lightning.
